Then it's easier - I assume repair mode is kicked in only by operators who 
assume some level of control and understanding.

My call would be:

 - revert it from 1.3 and proceed with release, this is what I want to focus 
on, also we can re-resolve this jira again
 - leave the code in branch-1 and master, at least for now, and continue 
discussion in the other jira you filed what's the best way to address this

Opinions?
