Uploaded a partially done patch. Patch includes refactor of
RegionServerCallable that allows me clean up a bunch of boilerplate in HTable
([~mbertozzi] helped me come up w/ the pattern subsequently applied in HTable).
Patch is not finished. Need to do same elsewhere.
