If there is no failure then we should not call invokeLaterOnFailure I think? 
And for a region move, we should call assign ASAP after the region is closed. 
Yeah you can add a exponential backoff between retries, but it does not make 
sense to add a delay for the first try I think? That's why I change it to 
invokeAssign. We can switch the execution of an assign task to another thread, 
but I do not think we should add a delay here. Thanks.
