Yes, the feature should be added to GET.

On our applications, we use a small flag to filter some large data stored on 
different CFs. Without this feature, we need to implement the code like 
SingleColumnValueFilter on client-side, and it needs double GETs to retrieves 
the data. (one GET checks the flag and another GET retrieves the data)
