Thanks for looking at this [~devaraj]!
Would the following work for you? Do you want to track them as part of this
jira or handle them via sub-tasks?
1. Balancer and other enhancements (this includes all common changes to
FNAssignmentHelper, FavoredNodeManager, etc).
2. Any other misc changes - like FavoredNodesRepairChore etc.
3. Split and merge code paths - this probably might be smaller. This is
dependent on 1.
4. Just the interfaces for all the tools
5. Actual tools/client side code
6. Include all unit tests
Also, how do you want to do this? Should we have a feature branch where we can
keep merging stuff or do you want to merge this to the main branch after each
step?
