Resolution: Invalid
Marking this as invalid. HBaseAdmin is not used nearly as often as HTable, and
a bit churn through HConnction is not so bad.
There are layers of retrying (which is bad) and RPC runtime exceptions are
passed to up to HBaseAdmin (also bad). But none of those are horrible.
The entire client needs to be revisited, this is not the jira to do that.
