bq. Nit: Can we estimate the size of this map before construction?
We can't. We're reading all of the serialized SpaceQuotaSnapshot objects for
hbase snapshots in the hbase:quota table. Given the context we have, there
could be zero or there could be 100's.
Cleaned up the rest and added a little test case. 003 incoming shortly.
