So, poking (prompted by [~balazs.meszaros] questions), our Procedure PB only
has core info and the 'extra' that is particular to a Procedure type is done as
special info to serialize. Can see this when I hack up serialization of a
SplitTableRegionProcedure:

The parent region and daughters, etc., is in the opaque 'stateData'.
Makes sense.
Means for JSON would need means of JSON version of stateData....
