[~tedyu] and [~esteban] sorry about that. These values are based on tickTime=
2000 of the "Zookeeper getting started guide" and then using min=tickTime*2 and
max=tickTime*20 from the "Zookeeper admin guide." I forgot to remove a zero
after a copy/paste.
[~stack] these are set in the same place where the application's settings which
means they get deployed to all developers and are maintained and changed by
code-review. Sadly, environment variables are harder to manage for us.
