Unscheduling from 2.0.0 and scheduling instead for 3.0.0. The TimeRange
Constructors were deprecated since 1.3 by this change:

HBASE-16176 Bug fixes/improvements on HBASE-15650 Remove
Per our semver up in refguide, we have to wait a major version before we can
remove from API; i.e. 3.0.0.
We need to figure out what to do w/ HBASE-17249 since it committed to 2.0.0 and
goes in the opposite direction this issue wants to lead us in.
