Moved this out. It removes constructors and changes a signature to not throw an
IOE. Lets not have these changes in 2.0. I moved this issue to 3.0. Meantime,
in a subtask, I took on the comments from this patch putting them at head of
the TimeRange class, annotated all Constructors Private with warning that
Constructor -- which has been deprecated already -- maybe removed or made
private in 3.0.
