Since this change causes the hbase-rest server to bundle bootstrap files, we
need to update the pom to indicate the need for LICENSE / NOTICE changes relate
to it. See hbase-server as an example (I just pulled out the whole properties
section, we don't need all of this, I think):

Please check the {{META-INF/LICENSE}} and {{META-INF/NOTICE}} files in the
generated jar file for the {{hbase-rest}} module to make sure it has the needed
entries for the files that get added here.
