Attachment: HBASE-18446.patch
Mark {{StoreFileScanner}} and {{StoreFileReader}} as
IA.LimitedPrivate(Phoenix). Cleanup doc references in RegionObserver. Mark the
two {{preStoreFileReaderOpen}} methods as deprecated to tell users not use them
any more. They are only for Phoenix right now.
