Release Note:
Mark StoreFileScanner and StoreFileReader as IA.LimitPrivate(Phoenix).
Deprecated the preStoreFileReaderOpen and postStoreFileReaderOpen method in
RegionObserver to indicate that these methods are only supposed to be used by
Phoenix.
