Skimmed the patch. Looks good to me.
AdaptiveCompactionStrategy class needs a class comment giving overview on how
it works. Ditto on rest.
Should these policy classes be named AdaptiveInMemoryCompactionStategy... i.e.
add the InMemory qualifier since Compaction is already a loaded term in hbase.
