[~anoop.hbase] [~ram_krish] Like you guys pointed out the current scope is only
the mutation workflow since that was the earlier immediate ask. The changes
however set the basis so that we can pass state similarly in other workflows
too when required, similar to the mutation changes done here. Passing the state
between preStartRegionOperation and postStartRegionOperation would require more
work, i can open up a new jira and take that up, while keeping the current jira
specific for mutation workflow if thats alright. wdyt?
