On making it general, can we follow the approach of getting the callee user 
from the ObserverContext?  U can see the flow.  The rpc user info is set in 
RpcCallContext.  Can we have a CP Conext getter from this?  And whenever the 
ObserverContext instance is been created, we can pass this CP context instance 
obtained from RpcCallContext.   That context will be same as what  u have now , 
the OperationContext  with a Map.  
I feel making the OperationContext  object explicitly in the flow and setting 
it looks bit ugly. Then only we will end up passing that object here and there. 
  I believe with not big effort we can try this generic way.   Am I making it 
clear?
