Ya we can add more APIs to CompactionLifeCycleTracker to notify the state of
compaction. May be at the end (of all stores) also one. I think knowing abt
a particular compaction state (the compaction which CP started) is enough for
the CP, rather than knowing whether all compactions are completed or not. Any
way for a moment the compactions might be stopped but immediately a new one can
come in.
