Let me fix the javadoc warnings. And when implementing the
FlushLifeCycleTracker in HBASE-18905, I thought that we should have a UT which
makes sure that we pass the correct tracker instance to CP hook methods. So
here I will add a new UT too. Will prepare a patch soon.
