bq.Only Tag interface has to be exposed not the impl classes
Ok that is fine.
bq.TagUtil is for handling individual tags. For getting tag(s) from cell, we
need a Cell based Util class. Any way we need a LP exposed ClassUtil and those
can go there.
When we already have one - can we extend that only to work on cell to get tags
and also individual tags?
