You fellows going to make a Builder then for Tags?
Lets worry about different names for TagUtil later. The problem is CellUtil and
the internal one. PrivateCellUtil works better there.
Let TagUtils be for CP. If you have to do Private Tag work, put it in
PrivateCellUtil. Tags are part of Cells.
