bq.For CellUtil, would it make sense to have the more-audience-restrictive
versions extend the less-audience-restrictive verisons? e.g.
LimitedPrivateCellUtil extends CellUtil and PrivateCellUtil extends
LimitedPrivateCellUtil
For doing that we should allow non private constructor and which means they can
be instantiated atleast at the package level. And all the methods in them are
any way static only.
