.007 more cleanup and fix TestMasterObserver test. More to do. Not ready for
review yet.
TODO: more self-review making sure bypass removal is ok; write unit tests to
prove we have bypass for all the CPs that were mentioned in the dev discussion;
ensure that on bypass, metrics are updated regardless (so we can get away with
not exposing metrics to Coprocessors)
Metrics;, and remove BypassCoprocessorException.
DOC: Update list of removals.
