The variable is used by BackupObserver.

My thinking was:
1. coprocessor hook doesn't need to use boolean expression to infer whether 
bulk load has happened
2. the loaded variable is readily available
3. postBulkLoadHFile in branch-1.4 has loaded variable as well

what do you think ?
