Maybe we even do not need ReplicationQueues/ReplicationQueuesClient...
When implementing HBASE-19599, I found that there is no difference with using
ReplicationQueueStorage directly so I just removed ReplicationQueuesClient...
Maybe it is the same story for ReplicationQueues...
