ReplicationQueues/ReplicationQueuesClient is IA.Private. I thought it is ok to
remove them. But another problem is we have two config:
hbase.region.replica.replication.replicationQueues.class and
hbase.region.replica.replication.replicationQueuesClient.class in
ReplicationFactory. We need deprecated these config first?
