Actually there are only 4 methods in TestVisibilityLabelsWithDeletes which call
the createTable method in TestVisibilityLabelsOnNewVersionBehaviorTable so I
only leave these 4 methods in the newly introduced
VisibilityLabelsWithDeletesTestBase class.
Will check later why only 4 methods, in another issue...
