.001 Add more doc explaining this is doubling-down on a hack for Phoenix local 
indices. Its the only user. Made that clear. Yeah, this needs cleanup. Did you 
get a chance to file an issue [~rajeshbabu]? Thanks. Will push this after a 
hadoopqa run.
