TestProcedurePriority has failed a few times. Has nought to do w/ site
generation.
Maybe I don't need to wait on this patch for beta-2 afterall... will see.
Looking at patch...

How does this mechanism work? Why we have to set snippet in
hbase-annotations/pom.xml and hbase-shaded-check-invariants/pom.xml ?
