Because SCVF returns {{INCLUDE}} and FF returns {{NEXT_ROW}}, then
{{FilterListAnd}} returns {{NEXT_ROW}}, so after {{'a','1'}} it skips to
{{'b','2'}}. This leads to what i said.
If FF returns {{NEXT_COL}}(tested), results are as expected.
