Yes  that was mentioned in my first comment.  Thought we already fixed these 
kind of issues in FL.   This patch will solve the issue mentioned in the desc.  
But this is not complete.   SCVF is having latestVersionOnly flag and def to 
true. If false it will check any version for the condition.  In such a case 
where the condition is becoming true for some older version, this return of 
NEXT_COL will make an issue.
