The `org.apache.hadoop.hbase.util.RegionSplitter` utility also provides a
network-IO-safe rolling split of all regions.

oof. Could you make sure we don't have a short-command name for this utility?
If we do, switch to that. If we don't please file a JIRA for us to add one.
