site|https://asciidoctor.org/docs/asciidoctor-maven-plugin/] doesn't show any 
kind of "strict mode" option.

and the only one of those changes that shows up as a WARNING is the inclusion 
of a chapter file that doesn't exist.

reframing the actual test done in the case of "this just changes the refguide": 
how about we always vote 0 and include a footer link to the rendered book? then 
committers can inspect?
