But region servers are also not part of the *data model*.
There's the implementation (region servers, regions, etc) and the data model
(rows, columns, etc). {{move}} is an administrative/operational thing (like
turning on/off load balancer or gathering metrics). {{delete...} is a data
model thing (it affects what's stored). Having APIs that mix the two is messy.
