It's a race between the master shutting down when there are no RS and the
master shutting down because our test scaffolding is cleaning up? Trying to
understand the severity here, sounds like not something that can happen on
production (or even dev) deployment?
We use timeout executor in a lot of places without null checks, so adding a
single check here definitely feels insufficient.
There might be a separate bug in ProcedureExecutor where even if we send a stop
signal, but somebody keeps adding chores then the executor will never shut down.
