[~anoop.hbase] The doc in HBASE-20059 doesn't have anything on the two configs
in the description above. On victim going away, I was suggesting it is worth
noting in the upgrade section (yes, we talk about it going away in hbase-20059
but should get mention earlier in doc too). Thanks.
