Can not deal with filterRowKey.... I've ignored the UT and add comments to say
why...
In general, I think the RegionScanner and StoreScanner need to be redone... It
is too complicated and some of the code do not make sense, but if we change the
code then things go wrong, just like we I have done in the first patch to
RegionScannerImpl.nextRow. We could target this to the 3.0.0 release...
