For clarity on why this was being "refixed":
* HBASE-20447 is what originally added this log message at debug
* 2.x and master seem to have different version of HBASE-20447 which has this
message at warn
* 1.4 and 1.5 have the log message at debug (thus we don't need this change on
those branches)
* 1.3 has HBASE-20447 and needs this change
* 1.2 does not have HBASE-20447 but still needs this change
