This requires more changes on code. As you can see the code in
RegionGroupingProvider, obviously we want to treat meta specially, as there are
several checks for META_PROVIDER_ID. If we want to change the semantic then all
these code should be removed to reduce confusing, and this may also introduce
other side effects. Should be another issue I think...
