we haven't bothered to make a security@hbase list yet, and that seems like a
place where we more regularly have work that could be done by committers
instead of PMC members than maintenance of the github account.
I say just use private@hbase for now and if we run into an issue with github
sending us an unacceptable amount of mail then we make a dedicated list.
