Left a comment on the INFRA issue explaining where we stand and what more Infra
will do for us. The tl;dr is that hbase.git has the necessary webhooks set up
for us to do our work!

we should be able to follow instructions starting at #4 for the Cloudbees PR
Builder section. A word of caution given from Infra:

branch you'd like to build. Careful, if you set it to any, then any
comment/close/whatever will kick off a build. You can set this to */master, so
any merged PR to master would kick off a build.
