sure, we could add our release notes pretty easily. the github ui for release
annotations will render markdown.
you can see how we do it over on YCSB for comparison:

the issue for us as an ASF project is that policy prevents us from doing things
that might encourage folks from outside of dev@hbase from downloading the
source for a release from github.
