Yeah, it just updates the "info:state" column in meta for the given region, similar to what the client side hbck2 does. Main difference here is that we call _AssignmentManager.loadRegionFromMeta()_ to reload the cache info after updating meta table. Pushed new commit addressing checkstyle and adding related UT to _TestHbck_.
