I think your comments are valid, but then we would rather also change `setTableStateInMeta` in a similar way, so that we have a consistent API. As for the hbck2 side, I don't think such change would be a problem, as the client exposed interface wouldn't require any changes. Maybe we could get this as it is now, and then work on a separate jira for converting the request messages for `setRegionStateInMeta`and `setTableStateInMeta`?
