Sorry read that some time back We talked about this, but @symat pointed out that only benefit to making it a tunable cost function is the ability change how many new RS you can onboard before the balancer starts using them. In the case of wanting to onboard a group of RS at a time operators are better off just turning the balancer off while the RS are brought online and then turning it back on. Personally I agree with this reasoning.
