Definitely not intentional to have testapidocs in client tarball. I did notice
in 2.2 that we have all client jars in the client tarball. I _thought_ the goal
was to just have the shaded-client jars present in it (especially that the
shell is smart enough to use 'em). That might be something else we can purge.
I seem to recall (but am maybe inventing) that since the client-tarball was
net-new, we didn't have any obligation to give people the old non-shaded
artifacts (e.g. hbase-client, hbase-common), and instead opt-in folks to the
shaded clients to try to push adoption.
