I looked over this with a JS/CSS programmer friend. First suggestion is to
upgrade from this ancient version of Bootstrap. Barring that, and coming
directly from the Bootstrap documentation, we should reduce the number of items
in the menus. The suggested approach is to group some of these together into
sub-menus.
