The 'specialized' solution cannot be generalized; it is ROOT only.

I think this observation helpful. Duo would classify _hbase:meta_ locations the
same as cluster id or the location of active master – i.e. cluster metadata. If
the ROOT data small (1M ? Perhaps ~1k locations) then it doesn't take a stretch
thinking of it as 'bootstrap information'.
