I did the piece that had been suggested of me – ROOT load distribution
discussion -- in an effort at moving this project forward since this was
posited a blocker (though I thought otherwise). The ITBLL testing, you
suggested you'd do to demonstrate tiered assign is (perhaps) not a problem, the
main objection to the ROOT-as-general-Region approach, would seem like a useful
exercise but it seems whatever the result, it won't change Duo's mind (as he
states above – correct me if I have this wrong) which seems like a problem.
On ITBLL against Master, I'm not sure it even passes. It works on branch-2 most
of the time.... there is an odd failure that needs looking into. I've not tried
Master.
