In the v2 patch, I remove {code}+ if(regions.isEmpty()) return;{code},so
quickAssign must assign successfully now.
{code}+ servers.removeAll(failedPlans.keySet());{code}
I think we needn't whether servers is empty, if it is empty, bulkPlan is null,
and we will assign region singly.
